
The city was originally founded 999 years
ago at the intersection of the Three Great
Rivers on the Western coast of the Old
Continent. It borders all four of the original
nations of the Old Continent, The Kabal, The
Vale, The Iron Mountains, and Dave. Due to
its strategic placement, over the years the city has been taken over dozens of times by various nations and has been destroyed and rebuilt almost just as often.
All of this constant warring has led to a sort of unofficial truce being erected around Hull-a-Baloo by its neighboring nations some 200 years ago. All the nations have agreed to let the city state remain independent as it is considered too valuable for one nation to control and should any of them try to do so, the others would see it as an act of war and unite against them.
Almost every race imaginable lives within Hull-a-Baloo in varying capacities. Due to this uneasy political situation that Hull-a-Baloo finds themselves in, they often navigate the political waters by over legislating everything imaginable, leading to an ever increasing number of members of the city’s Large Council, more commonly referred to as the Castle Council, each member of which is in charge of only one hyper specific thing within the city.
In it's current iteration the city of Hull-A-Baloo is split into five districts, divided by the geographical lines created by the Three Great Rivers.
